Francisco José Bastida Albaladejo, GSPN research group, Prince Sultan University, Saudi Arabia
Member of the Comparative International Governmental Accounting Research network. His current research focuses on the impact of transparency and corruption on public finances and on the impact of COVID-19 of SMEs. He has published in Applied Economics, Public Administration, Public Administration Review, International Public Management Journal, Kyklos, Public Choice, American Review of Public Administration, Fiscal Studies and Journal of Urban Planning and Development-ASCE. He is Editorial Board Member of the International Journal of Economics and Accounting and of the Journal of Public Budgeting, Accounting and Financial Management.


Bernardino Benito, University of Murcia, Spain

He works in the Department of Accounting and Finance at the University of Murcia (Spain). He has carried out consultancy activities for the European Commission, the Spanish Ministry of Finance and different regional and local governments. He is actively involved in several projects, especially related to the modernisation of public administration and governmental accounting reforms. He has a significant number of publications in different national and international journals and has participated as co-author in different books published in international media. He has also directed research programs related to the economy, efficiency and effectiveness of different public services. He is an anonymous reviewer for different national and international journals, as well as a member of several organisations related to the accounting sector. He is also a member of the editorial board of several international journals. He is the editor in chief of the Spanish Accounting Review.


Jón R. Blöndal
, OECD

Head of Division and Editor-in-Chief of the OECD Journal on Budgeting. A citizen of Iceland, Jón held a number of posts in the Icelandic Ministry of Finance and the Office of the Prime Minister prior to joining the OECD in 1995. Jón received his degree from George Washington University. He is the recipient of the Award for Lifetime Professional Achievement from the American Society for Public Administration and the Association for Budgeting and Financial Management. He is the Co-chair of the Public Interest Committee, the oversight body for the International Public Sector Accounting Standards Board (IPSASB).


Paolo de Renzio, International Budget Partnership

Paolo de Renzio is Senior Research Fellow at the International Budget Partnership (IBP) in Washington, DC, and Adjunct Professor at the Institute for International Relations at the Pontifícia Universidade Católica of Rio de Janeiro (PUC-Rio). At IBP, he leads research on fiscal openness, equitable budgets and public financial management. In the past, Paolo worked in the Ministry of Finance of Papua New Guinea, with the United Nations Development Programme in Mozambique and as a Research Fellow at the Overseas Development Institute in London. He holds regular visiting faculty positions at the Harvard Kennedy School and the London School of Economics. He has published in various academic journals and has co-edited a book called “Open Budgets: The Political Economy of Transparency, Participation and Accountability” (Brookings Press, 2013). Paolo holds a PhD from the University of Oxford (2011), and a Masters from the London School of Economics (1997), where he also taught from 2006 to 2009.


Dubravko Mihaljek, Bank for International Settlements, Basel

Head of Operations in the Monetary and Economic Department (MED) of the BIS. Carries out research and writes analytical notes on global macroeconomic developments, monetary policy and financial stability for discussion by central bank Governors at the BIS. Previously led Macroeconomic Analysis and Emerging Markets teams in MED. Before joining the BIS, worked as economist in the Fiscal Affairs, European and Asian Departments of the IMF (1990-99), and the Economics Institute, Zagreb (1982-89). Studied economics at the University of Pittsburgh (PhD, 1990), the University of Minnesota (MA, 1986) and the University of Zagreb (BA, 1981).

Paulo Jorge Reis Mourão, University of Minho, Portugal

Author of several books and scientific articles in Journal of Cleaner Production, Ecological Indicators, Journal of Economic Literature, Land Use Policy, Journal of Sports Sciences, and Environment and Planning A. His publications are focused on Economics, Public Finance, Social Economics and Sports Economics. He appears often in national and international media for commenting social and economic issues. Paulo Mourao has been awarded several times for his scientific works.


Branko Stanić, Institute of Public Finance

Researcher at the Institute of Public Finance (Zagreb) since 2016. He studied economics at the University of Zagreb, Croatia (PhD, 2020), the University of Ljubljana, Slovenia (MA, 2015), and the University of Sarajevo, Bosnia and Herzegovina (BA, 2011). His research interests relate to public sector transparency, government accountability and citizen participation, local finances, and budget. He is associate editor of the Public Sector Economics journal.


Joachim Wehner, London School of Economics and Political Science

Joachim Wehner is Associate Professor in Public Policy at the London School of Economics and Political Science. A main focus of his work has been on accountability and transparency in government, especially in the context of public finances. He has given evidence to parliamentary committees in Canada, Germany, South Africa, and the United Kingdom, and worked with organizations such as the International Budget Partnership and the OECD to improve the use of public funds. From 1997 to 2003, when he came to the LSE to complete his PhD, Joachim worked at the Institute for Democracy in South Africa (Idasa).
